  Global Problems of Modern Times and the Methodology of K. Marx (Part two)

  In the contemporary scientific and socio-political space the works of K. Marx are in total oblivion. Even more, during the whole 20th century in the Western countries, and lately in the Eastern ones, he is anathematized politically and scientifically as an evil spirit. And still - is the scientific heritage of Marx actual and useful in the contemporary realities? Stating such a question in public today sounds almost like a provocation. Science, though, has its own rules, which define its moral.
  The paper is an attempt, firstly, to show, that despite the fact that it looks paradoxically at first, the theory of Marx is not only actual, but in the new realities will become even more actual. Secondly, the paper gives arguments for the fact that the intransient significance of Marx' ideology more adequately identifies and meets the global challenges, which the whole humankind has faced and still faces.

  Convergence in the Neo-classical Model of Economic Growth

  Theoretical foundation of the convergence concept in neo-classical growth model has been analysed. According to that concept, the income per capita growth tends to grow in reverse correlation of income initial level. In fact, however, there is obviously an outspoken lack of convergence in standards of living between developed and less developed countries. The new (endogenous) growth theories offer possible explanations for the observed lack of convergence between rich and poor countries.
  An empirical study is presented, reviewing 42 countries in the world (including 30 developed and 12 less developed countries) over the period 1900-2005 as well as by divided sub-periods. Special attention is paid to the convergence among EU member states by GDP by per capita in a historical retrospective.

  Public Expenditure for Education and Economic Growth

  The study examines the dependence between education and economic growth. Based on the neoclassic model of growth a theoretic dependence between human capital and GDP is drawn. The effect of public expenditure for education on growth in EU countries is studied. The econometric analysis shows that higher rates of economic growth are associated with accelerated growth of state expenditure for education. For the old member-states there is also a positive dependence between research and development expenditure and the trend toward growth of the aggregate product.
