  Income Policy During the 90-ties: State, Effects and Long-term Perspective

  The article does an overall analysis of the income policy during the 90-ties. Because of the fact that income is one of the main macroeconomic stabilising factors, the implemented policy has predominantly restrictive character. The Bulgarian economy entered into a deep and prolonged income crisis, as a result of the restrictions and of the unfavourable internal and external economic environment.
  The measurements of the income crisis are identified and investigated. The deepness and the scope of this crisis are expressed by a considerable decrease of the real incomes, an increase of the differentiation of earnings, lagging of minimal wages in respect of inflation, formation of unfavourable income structure and others. The economic and social effects are connected with a wide expansion of poverty, decrease of consumption and savings, demotivation of the labour force, a weak dependence of the working salary on economic results, stimulation of the informal economy and others.
  On this basis, conclusions and proposals for changes of the income policy are made, so as to solve the accumulated problems and answer the challenges of Bulgaria's accession to the EC.

  Context and Approach for Detecting Perspective Market Niches of the Bulgarian Economy

  Determining the long-term perspectives in front of the Bulgarian economy is an essential condition for its competitive development and integration in the world production and trade networks. Besides being a subject of a wide professional discussion, this should be a start of the elaboration of a National Strategy for Socio-Economic Development of Bulgaria, which is a high priority prerogative of the highest state administration. The aim of the article is to indirectly take part in the discussion and eventually provoke its expansion and increase its complexity. The views expressed in it are based on the investigations completed and results obtained by the author.

  Изминаха десет години от публикуването на моята книга “Пътят към свободната икономика: трансформирането на социалистическа система – примерът на Унгария” (по-нататък наричана “Пътят”). Това беше първата книга в между- народната литература, която даде различни предложения за постсоциалистическия преход. Този доклад разглежда как авторът вижда книгата десет години по-късно. 3 Това не е ли изключително себично начинание? Една реклама за стара книга, която вече никой не купува? Не, съществуват добри етични и интелектуални причини за преоценка на книгата и аз се надявам, че мотивацията ще стане ясна в хода на дискусията. Обичайните показатели за успех в академичния свят, например брой цитирания, се опитват да измерят въздействието, което една работа е имала върху колегите на автор. В това отношение аз мога да бъда доволен. Няколко стотин цитирания бяха направени на тази книга, вкл. от учени, които не са съгласни с мои твърдения. Авторите са благодарни, ако тяхната работа се окаже спорна. Що се отнася до изследването, дискутирано тук, това не е достатъчен критерий за успех. Книгата предложи препоръки за политиката, което означава, че трябва да се постави много по-сериозен въпрос. Какво беше въздействието върху външния свят? Аз не съм метеоролог, който прави прогнози, докато климатът се развива по собствени правила. Когато написах книгата, можех да очаквам тя да има скромно въздействие върху общественото мнение и политическите десижънмейкъри и следователно да повлияе върху хода на събитията.

  Methods for Forecasting the Business Cycle

  The main aim of the undertaking is to define and implement a methodology for forecasting the business cycle and particularly the leading composite indicator. This methodology consolidates some elements recognized in the literature with some new elements of estimating and ranging of forecasts. It uses all the effective information from the numerous forecasts and synthesises them into one combined forecast.

  Errors and Deliberate Confusions in the Use of Statistical Information

  The article puts an accent on three aspects, which are shown through the prism of the specific cognitive potential of the statistical aggregate characteristics: the place of statistical information in the investigation of the social practice and in the scientific knowledge; the most widespread unintentional errors of the analysis, explanation and presentation of the aggregate statistical characteristics; the deliberate confusions from data manipulations, connected with unscrupulous and corrupt intentions. The main problem here is whether it is possible and in what way, the interests of society should be protected from such errors and deliberate confusions.

  МАЛКИТЕ ИКОНОМИКИ И ПРЕДИЗВИКАТЕЛСТВАТА НА ГЛОБАЛИЗАЦИЯТА

  Една забележима тенденция в периода след Втората световна война е увеличението на броя на страните в света. В края на войната в ООН са членували около 100 държави, а 50 години по-късно техният брой е почти два пъти по-голям. Много от тези страни са с население от 15 до 10 и по-малко милиона и така те могат да бъдат характеризирани като малки. Причина за увеличаване на броя на държавите в света веднага след Втората световна война беше процесът на деколонизация. В по-близко време нови държави възникват в резултат от дезинтеграцията на мултинационални страни (бившите СССР, Югославия, Чехословакия). Макар че раздробяването на мултиетническите държави е отчасти политически процес, то поражда и много икономически въпроси. Един от тях е дали тези малки страни могат да бъдат жизнеспособни като държавно устройство или, което е по-важно, като икономики. Основно опасение в случая е, че те няма да могат да участват ефективно в световната икономика. Ако такава страна не е конкуренто- способна на световните пазари, подобно разделяне ще води единствено до намаляване на доходите на човек от население не само в тях, но и в страните, от които са се отделили. Освен това може да има и други негативни външни влияния, като последствията им биха се поели най-вече от големите или средни по мащаб държави. Страховете обаче, че малките страни са по-малко икономически жизнеспособни и по-слабо пригодени за глобална конкуренция, са несъстоятелни. Растящата тенденция към раздробяване на мултинационалните държави е тласкана отчасти от икономически сили, което увеличава способността на малките страни да участват в глобалната икономика, и отчасти от ефектите на технологичните промени върху производството и националната култура. Тези две сили правят малките икономики по-жизнеспособни както като икономически единици, така и като общества, които поддържат и отглеждат етническата идентификация на техните граждани. Следователно раздробяването на мултинационалните държави не е винаги резултат от по-голямо напрежение между различните етнически групи или нарастващ провал на междуетническата

  Small Economies and the Challenge of Globalisation

  One noticeable trend in the post-World War II period has been the increase in the number of countries in the world. At the end of the war there were about 100 countries in the UN, and 50 years later the number is almost double that. Many of these countries have populations of 15 to 10 million or less, and so they can be characterized as small. The reason for the increase in the number of countries in the world immediately after World War II was the process of decolonization. In more recent times, new states emerged as a result of the disintegration of multinational countries (former USSR, Yugoslavia, Czechoslovakia). While the dismemberment of multiethnic states is partly a political process, it also raises many economic issues. One of them is whether these small countries can be viable as a polity or, more importantly, as economies. A major concern in this case is that they will not be able to participate effectively in the world economy. If such a country is not competitive in world markets, such a separation will only lead to a reduction in per capita income, not only in them but also in the countries from which they have separated. In addition, there could be other negative externalities, the consequences of which would be borne mostly by large or medium-sized countries.
