  The Active Operations with the External Debt - An Attempt for a Five-year Balance

  In the year 2002 Bulgaria performed unique in their dimensions for its history operations with the national external debt. In the spring two types of global obligations were emitted - for 535.5 million. EUR and for 513 million USD. During the fall in the same year the global obligations in USD were continued with some new 759 million USD. The emitted global obligations were used for back bye up and exchange for the being in circulation Brady obligations. The activities of the governing party were motivated by the ambition to profit financially by the made operations. Five years later one could already make a relatively complete balance of the achieved results. They are catastrophic for Bulgaria. Not a single of the set hypotheses of the governing party did not confirm itself. The perspective assessments were made unprofessionally and incompetently. On the other hand the partners (investors) could not lose. All things considered for the five year period the country pays around one billion EUR more for its external debt attendance.

  Long-term Forecasting of the Expenses on Healthcare in Bulgaria, 2005-2050

  The article studies the correlations between the most important demographic and economic indicators related to the expenses on healthcare in Bulgaria and through the application of a model of the International Labour Organisation (ILO) long-term forecasts on these expenses are received. The main characteristics and features of the model are presented, the diversity and the problems in the collection of the necessary input data are commented and after the realization of the model to the year 2050 the main results are outlined.

  The Municipal Budget Investments in Bulgaria for the Period 1994-2005 - Conditions, Trends and Challenges

  An analysis has been made on the condition, the trends and the financing of the investments in the municipal budgets in the context of the development of municipal finance in Bulgaria for the period 1994-2005. Formulated are main conclusions and challenges in front the municipal investments in connection with Bulgaria's EU Membership and the necessity of a new system of investment income sources for the municipalities. On the basis of an analysis of the international experience formulated are suggestions for different investment income sources on municipal level which could be realized in the Bulgarian conditions.

  Dynamics of the Financial Wealth of the Institutional Sectors in Bulgaria for the Period 1990-2005

  The transitional period is always connected to redistribution processes and change in the financial wealth of the economic agents. The examination of the redistribution of wealth and its dynamics is important related to the possibilities for a more complete study and rationalization of the changes that occurred in the economy. In this connection the dynamics of financial wealth of the institutional sectors in Bulgaria for the period 1990 - 2005 is assessed and analyzed. The main net creditors and debtors to the economy are differentiated and their behavior before and after the change of the monetary regime is examined. Econometric simulations are made on the main factors that determine the shift in the sector financial wealth. In the progress of the expose grounded is the hypothesis (which to a great extent is confirmed by the empirical results) for a functional relation between the dynamics of redistribution and the change of the monetary regime.
